Is it true that only 4 keys could be made for a 2003 jeep, before the transponder brain inside the jeep liberty needs to be replaced.

With my '99 SKIM, two keys were included from the factory, and up to six additional keys may be programmed. I don't know about 2003, but if everything else fails, you can always check the owner's manual.
