Wouldn't it be cheaper to build a whole new city farther inland? Really now.

If they did that - the owners of the property wouldn't be sitting on "beach front" property any more, would they? Or at least not till the next big hurricane hit.

Jeffrey Mount, a member of the (california) state Reclamation Board, which is charged with controlling floods, put it simply. He said there are two kinds of levees: those that have failed, and those that will fail.
on another note: in the early 1900s, the streets of Sacramento were raised 10 to 12 feet so they would be above flood levels. here's a before pic in january of 1862. Maybe they should consider something like that instead.
