232 to 304 swap and emissions

I was looking into replacing my 232 with a 304. Was discussing this with a guy tonight and he says I won't be able to get the Jeep through emissions if I change the engine (Arizona). I was told that the VIN indicates what engine should be in the Jeep and the emissions requirements are set by that. Is there any validity to this? The engine is in California and has all the emmissions equipment required for that state. Would appreciate any input regarding the swap. Hate to go through all that work and then can't make it road legal! Am I spelling emissions wrong?)
