Exclamation ARIZONA WARNING: Florence Area will be closed to Four Wheeling!

Florence Area will be closed to Four Wheeling if the BLM Passes the Ironwood Nat'l Monument Plan!

Here is the deal. The BLM has decided to combine the Ironwood National Monument with the Sonoran Desert Conservation Plan (SDCP).

The BLM has decided to use the SDCP as a standard plan to decide what to do with the Ironwood National Monument. That means that they can use the Endangered Species Act (ESA) and the other endangered species that Pima County has decided to list. These are animals and plants such as the jackrabbit and the jumping cholla.

The SDCP has not been implemented or voted on yet. It is still in the planning stages within the Board of Supervisors. This is another way of quietly sliding this plan into use. Remember the SDCP was developed by 41 different environmental groups.

The following is stated in the Federal Resister via GPO Access:

ACTION: Notice of Intent to (1) prepare a Resource Management Plan (RMP) for the Ironwood National Monument, designated on June 9, 2000, and (2) amend the 1989 Phoenix RMP to consider land tenure adjustments in support of the Pima County Sonoran Desert Conservation plan (www.sdcp.org). These two actions will require a single Environmental Impact Statement (EIS). These lands are located northwest of Tucson in Pima and Pinal Counties, Arizona.

This means that the Florence area along with the Ironwood National Monument will require one set of public input hearings. These hearings are going to be held in the locations shown at the bottom of this email.

To explain the impact would be to say that the entire Florence area will be handled as if it were a national park, if this plan is passed. The BLM could now use the Endangered Species Act and the Pima County Endangered Species Act, this would allow the closure due to over 300 different species of animals, rodents and plants now listed.

For those of you who may have forgotten, the SDCP had no input from anyone except environmentalists. The ones heading this plan is the Southwest Center for Biodiversity, Defenders of Wildlife, Sierra Club, Forest Guardians and Sky Islands, so on. This will now allow not only Pima County to use all of the so called endangered species but all of a sudden Pinal County will now be part of it.

This was never the intent in the beginning of the Ironwood National Forest. The SDCP was never part of the plan as it wasn't brought to the publics attention until a year ago. But the BLM has used the input of the Sierra Club and Southwest Center for mapping and inventory of roads in the Ironwood and the Florence area.

Unfortunately, the BLM is not on the side of the land users. They want everything closed so there isn't any worry about money to manage the lands. The BLM is continually complaining about the lack of funds to manage the lands that they have. This is one way of management that requires very little money. No open land, no management.

This is not the first time that there has been a push to close the Florence area. But this is a very quiet approach that not everyone will know about.

BLM to Hold Open House Scoping Meetings for Ironwood Forest National Monument Plan
The Bureau of Land Management is initiating a series of open house-scoping meetings to gather comments for a Resource Management Plan/Environmental Impact Statement for the Ironwood National Forest. The public is invited to attend and provide comments on a variety of public land issues relating to the Ironwood Forest National Monument including recreation, cultural values, vegetation and wildlife, and lands and mineral issues. Open houses will take place at the following locations.

BLM specialists will be available to explain the planning process and the various issues that will be addressed. The public may provide comments at the open house or by mail to: BLM, Tucson Field Office, 12661 W. Broadway, Tucson, AZ 86748.

PLEASE! PLEASE! Please attend one or even two of these meetings and be very vocal about what you want. If you do not care about four wheeling Arizona, then don't bother to attend. But if you plan on using the Florence area, which includes - Martinez Canyon, Upper and Lower Ajax, Upper and Lower Woodpecker, Axel Alley, Box Canyon, Coke Ovens, Jawbreaker, Miners Revenge, Hell's Revenge and others that you know about. All of these would eventually fall under the critical, threatened and vulnerable habitat for the ESA.
