Decipher this road sign

Stockholm, Sweden is probably the place with most confusing road rules that I have been to.

Here is a road sign for example:

Can anyone explain exactly what it means; or post your best guess.

Well, the top part is no parking on Wednesdays. The numbers are a bit goofy and my guess would be from midnight to 6 am?

The bottom one seems to be a loading zone. Again, goofy numbers, so do they mean 6am to 5pm (6am-3pm) and that the loading zone extends 28m from the post?

Clearly the top part says you can only have 1 dog on that street at a time - onsdog.

The second part appears to refer to the fact that this is the last place you can get a plate of food for between 6-17KM, or perhaps its 6-15KM, or maybe 0-28KM.

Isn't everyone stoned there? I think you need to be stoned to read that sign.

The top sign designates a 0 to 6 aspirin tablet allowed zone

The bottom sign designates the Xavier School for the Gifted zone with 0 to 28 mutants allowed from the ages of 6 to 17 or 6 to 15.

They're similar signs to ours. The top one means "No waiting", probably between Midnight and 6am on Wednesday (street sweeping day?). The bottom one means "No Stopping", between 6am and 5pm (or 3pm?!?) However "Last-Plats" seems to mean Cargo Place (loading zone?), so i guess you are not allowed to stop between the marked hours unless you are loading/unloading.

0-28m means from the sign to 28 metres down the road?

From the UK Highway code (most Euro countries use a similar code):
Quote:
No Waiting = You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates (or zone entry signs if in a Controlled Parking Zone) – see 'Information signs' and 'Road markings'. Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs.

No Stopping = You MUST NOT wait or park, or stop to set down and pick up passengers, on school entrance markings (see 'Road markings') when upright signs indicate a prohibition of stopping.
