power loss

help, I have a 1989 jeep wagoneer 4.0 liter engine. The jeep eats gas and has little power. I have installed new injectors, headers, exhaust, cat converter. All this did nothing for the power problem. So I put 4.56gears Thinking the 32 tires are taking away from the power. This did nothing. I replaced the engine with a rebuid from evergreen. I have a little more power. but nothing like my buddies 88 4.0. In desperation changed out the oxygen sensor and pressure regulator. Nothing happened. I brought the jeep to the dealer 2 days ago for diagnostic. No trouble codes were stored. They say that my jeep is just lacking power. They also state my tires are a factor. But I regeared at 4.56 I should have lots of low end power and no top. But I can hardly spin tires in the dirt. the dealer also checked my timing. I have spent thousands and still have a powerless jeep. please advise my next move.
