First you need to verify that your fuel pump is physically running and pumping fuel.

Have you applied 12 volts to it to see if it is actually running?

If the pump is working/pumping, then you have an obstruction between the pump and the fuel rail.

It's common for YJ's to get a clogged fuel filter and it will often cause the fuel pump to fail.

Check the filter. It's mounted along the inner side of the frame rail near the drivers side rear tire & partially covered by a shield.

Here's where it mounts.

fuel

Hey, GUYS THANKS FOR YOUR ANSWERS, I have changed the fuel filter and blew air through the fuel lines to the fuel rail and their are no obstructions.and have hooked everything up and turned the ignition on turned the engine over and lt didnot start .I checked the fuel pressure at the fuel rail and there is no pressure. do you think this could be computer related,I have found that the previous owner installed a performance chip could this have an effect on the fuel system too. THANKS AGAIN, CONFUSED ps; I cannot hear the fuel pump at the tank also used a 12 volt light at the connection for the pump and no light meaning no power to the pump

I profess to have zero knowledge of YJ's, but will ask anyway: Have you checked the fuses and/or relays for the fuel pump? perhaps someone can tell you where to find them, or consult the FSM.

Start where you know you have power and follow it until it quits.
